This is because immigration laws in the U.S. require applicants to pay substantial filing fees before processing many types of applications:

These fees are charged by the United States government and are waived only under limited circumstances. Attorneys may also incur additional expenses in gathering the documentation necessary to support your application. Some attorneys may include these costs in the fee they charge for routine services, while others may not, so it is important to learn before signing a retainer agreement. In more complex cases handled on an hourly fee basis, these types of expenses are rarely, if ever, included in the fee.
